Referees:
- Amount: $18 per game per team

Important:
If both teams have not paid by halftime, the game will be forfeited.
Any team that fails to pay will forfeit the remainder of the season without a refund.
Referee
Protection Policy
- Zero Tolerance: Referees will be protected at all times.
- Immediate Red Card: Any player, coach, or spectator who argues with or harasses a referee will receive an immediate red card.
- Consequences:
- Ejection from the remainder of the current game
- Suspension for the next scheduled game
- Mandatory completion of an online de-escalation class or payment of a $50 fine before returning to play.
Rules & Regulations:
- Season Length: 6 games
- Team Roster: Minimum 5 players, maximum 10 registered. Players must be registered to play. Playing an unregistered player will result in a team forfeit and a $50 fine.
- Eligibility: Players must meet the age bracket and sign the league waiver before their first match.
- Points System: Win = 3 points, Draw = 1, Loss = 0.
2. Match Format
- Duration: Two 20-minute halves with a 5-minute halftime. Clock stops only for injuries or at referee’s discretion in the last minute of each half.
- Game-Time: Clock starts running at scheduled time.
- Kick-off
- A match begins only when both teams have at least four players on the court.
- First Half: The home team takes the initial kick-off.
- Second Half: The away team takes the kick-off.
- After any goal, the team conceding the goal restarts play with a kick-off from the center mark.
- The ball must move forward and be played within 4 seconds after the referee’s whistle.
- Ball Size: FIFA-approved size 4 futsal ball.
- Surface: Indoor hard court or approved synthetic futsal surface.
3. Team & Player Regulations
- Players on Court: 4 field players + 1 goalkeeper. A match may start with 4 players minimum.
- Substitutions: Unlimited, “on the fly,” through the designated substitution zone. The exiting player must be fully off before the new player enters.
- Uniforms
- Home Team: Must wear dark-colored shirts.
- Away Team: Must wear light-colored shirts to provide clear contrast.
- Matching Shirts & Numbers: All field players on a team must wear matching shirts with clearly visible numbers.
- Goalkeepers: Must wear a color distinct from both teams and the referees.
- Shin Guards: Mandatory for all players; they must be fully covered by socks.
- Footwear
- Type: Players must wear flat-soled, non-marking indoor shoes specifically designed for futsal, indoor soccer, or court sports (e.g., gum-rubber soles).
- Prohibited: Outdoor cleats, turf shoes with studs, or any shoe that can damage the playing surface.
- Condition: Shoes must be clean and in good repair; the referee may require a player to change shoes if they present a safety hazard.
4. Game Rules (Key FIFA Futsal Laws)
- Kick-Ins: Replace throw-ins; ball must be stationary on the touchline and played within 4 seconds.
- Goalkeeper Possession: Max 4 seconds in own half. After releasing the ball, the keeper cannot touch it again in own half until an opponent or teammate in opponent half plays it.
- Accumulated Fouls: After 5 team fouls per half, each additional foul results in a 10-meter direct free kick (no wall).
- Slide Tackles: Only if no opponent is in playing distance; dangerous slides are fouls.
- Back-Pass: Keeper may not handle a deliberate back-pass unless the ball has crossed into the opponent’s half or been touched by an opponent.
5. Discipline
- Yellow Card: Unsporting behavior, dissent, delaying restart, repeated fouls.
- Red Card: Serious foul play, violent conduct, denying obvious goal-scoring opportunity, abusive language, referee abuse of any kind.
- Player Dismissal: Team plays one player short for 2 minutes or until the opposing team scores (whichever comes first).
- Suspensions/Fines: League committee reviews all red cards; minimum 1-game suspension.

6. Scheduling & Forfeits
- Kick-off Punctuality: Teams must be ready (4 players required) within 5 minutes of scheduled start. The clock starts at the scheduled kick-off time.
- Forfeit: If a team cannot field at least 4 players within 5 minutes, a 5-0 loss is recorded.
- Rescheduling: Only for facility closures or league-approved emergencies.
7. Safety & Conduct
- Referee Authority: Referee decisions are final on the field.
- Spectator Behavior: Abusive or threatening conduct leads to removal and possible team sanction. The head coach (or designated team manager) will be contacted directly regarding any team
sanctions, penalties, or required actions. - Injury Protocol: Play stops for serious injury; injured players must leave until cleared.
- Insurance/Waivers: All players must sign liability waivers; teams and players are encouraged to carry personal health insurance.
